Streamline check failure detection

This feature gives you the ability to specify the check name for which you want to receive notifications in case of failure.

Now, whenever circleci: build check will fail for a pull request, neetoGit will automatically notify the last committer of that pull request about the check failure.

This feature also handles spam. If the last committer of the pull request is a bot, neetoGit will notify the author of the pull request. Additionally, if the last comment was added by neetoGit regarding the check failure, it will not send another notification.
